The majority of local councils are probably already carrying out some positive response to climate change, even though the projects may not be badged as such.
Such common projects include:
- Putting in new allotments, which reduces the need for packaged food to be trucked in
- Planting trees, that remove carbon dioxide from the atmosphere.
- Heat saving in public buildings, which reduces the need for energy from fossil fuels.
- Clearing rights of way, which encourages walking and cycling instead of using cars.

There is a wide range of projects that would need a collective community or council approach (or both) to succeed. You can find some examples here which are graded according to their impact on carbon levels in the atmosphere as well as their cost.
However, don’t try to do them all at once! It’s better to start small and work up, rather than develop a huge action plan that just gathers dust.
There is some guidance on climate action for smaller councils here, which includes an example action plan, and a one-page version here.
